SAN JOSE, Calif. (September 8, 2025) — The Silicon Valley Leadership Group (SVLG) – the leading business association representing the innovation economy and its ecosystem – today shared that Ruby (Mengyu) Han has been brought on board as the first hire for the organization’s Institute for California AI Policy (ICAP).
As an Associate , Ruby will support SVLG’s efforts to shape California’s AI legislation, drive public-private AI partnerships, and advance industry standards that keep the Golden State at the forefront of global technology policy.

Before joining SVLG, Ruby served as an AI Procurement Graduate Consultant at Amazon, a Research Fellow at the CITRIS and Banatao Institute, and a Graduate Research Fellow at the Berkeley Risk and Security Lab.
At ICAP, Ruby’s work will support frontier policy development initiatives, facilitate convenings of industry and government stakeholders at flagship events, and expand statewide education and advocacy efforts to ensure California remains a model for AI-driven innovation.

Ruby holds a Masters of Public Policy with a concentration in Technology Policy Analysis from UC Berkeley’s Goldman School and a Bachelor’s degree in Political Economy and Media Studies from UC Berkeley’s College of Letters and Sciences.
