Silicon Valley Leadership Group Expands Team with New Hires to Support Bay Area Innovation and Growth

The Silicon Valley Leadership Group (SVLG) – the leading business association representing the innovation economy and its ecosystem – is proud to welcome three new team members: Policy Fellows Chelsea Dixon and Ruhi Dhayagude, and Associate Isabel Migan.

These strategic additions reflect SVLG’s continued growth and commitment to driving innovation, business competitiveness, and forward-thinking policy solutions across Silicon Valley and the greater Bay Area. Each new hire brings unique experience, a fresh perspective, and a shared passion for bridging the public and private sectors to deliver value for SVLG members. These hires are part of the initial phase of building out SVLG’s Future Forward agenda, with additional hires to come.

Meet the New Team Members

Chelsea Dixon, Policy Fellow

Chelsea brings a global perspective to SVLG’s policy work, with experience spanning education technology, international policy, and academic research. She holds a Master’s in International Education Policy Analysis from Stanford Graduate School of Education, and has lived and worked in Jamaica, India, Germany, and the United States. Her expertise in systems change and cross-border collaboration will help strengthen SVLG’s approach to innovation in an interconnected world.

Ruhi Dhayagude, Policy Fellow

With a background in economics, public health, and community engagement, Ruhi is passionate about building inclusive and sustainable economic policies. A graduate of the University of California, Davis, she earned an Honors degree in Political Science and Economics, and previously served as a political science research assistant. At SVLG, she will support efforts to elevate diverse voices and drive equitable growth across the region.

Isabel Migan, Associate

Isabel joins SVLG with demonstrated skills and experience in economic development and policy research, having worked at the Michigan Economic Development Corporation and the South Bend | Elkhart Regional Partnership. A graduate of Saint Mary’s College, Notre Dame, with a B.A. in Political Science and a minor in Business Administration, Isabel has conducted research on domestic and international market trends and their impact on regional economic strategies — experience that will directly inform SVLG’s forward-looking policy agenda.

Together, Chelsea, Ruhi, and Isabel will play a key role in supporting SVLG’s mission to advance smart policy, inclusive growth, and a dynamic innovation economy in the Bay Area.
