Ruby (Mengyu) Han serves as an Associate for the Institute of California AI Policy (ICAP) at Silicon Valley Leadership Group, where she supports cross-sector initiatives that strengthen organizational operations and advance policy priorities. Her work focuses on fostering partnerships across industry, government, and community organizations to deepen understanding of artificial intelligence and ensure that diverse communities are meaningfully included in shaping the future of technology.

As a researcher and advocate in the tech policy space, Ruby is passionate about bridging communities and building collaborative solutions to address the challenges and opportunities posed by emerging technologies. She has led projects on AI governance, procurement frameworks, and digital equity, working with academic institutions, policymakers, and nonprofits to advance responsible and inclusive innovation. Prior to joining SVLG, she contributed to policy analysis and community engagement efforts through experiences in consulting, academia, and public sector development.

Ruby holds a Master of Public Policy in Policy Analysis from UC Berkeley’s Goldman School of Public Policy and a Bachelor’s degree in Political Economy and Media Studies from the University of California, Berkeley.
