Biography

Peter serves as General Counsel and SVP of Tech Policy for the Silicon Valley Leadership Group.

As General Counsel, Peter leads the legal work of the organization and offers strategic advice on business strategy and execution to the organization’s leadership and Board of Directors.

In his duties as SVP of Technology & Innovation, Peter oversees policy management and advocacy to ensure Silicon Valley’s innovation leadership in matters of autonomous vehicles, artificial intelligence, data privacy, international trade, antitrust, digital assets, and immigration.

Peter began his career in intellectual property litigation, and held leadership legal roles at a financial firm. Prior to his corporate experience, Peter served as a Deputy District Attorney for over five years, where he prosecuted narcotics crimes, violent offenses, and financial crimes.

From 2011-2022, Peter was an elected official and served as Mayor Pro Tem and Council Member for the City of Gilroy. He represented the City on the Santa Clara County Cities Association and the Gilroy Gang Task Force, and helped navigate the City through the aftermath of the Garlic Festival shooting.

Peter is bilingual in English and Spanish. Peter is considered a thought leader for innovation topics and is often quoted in a variety of publications including Bloomberg, The Wall Street Journal, The New York Times, China Global Television Network, The SF Chronicle, and San Jose Mercury, among others.

He earned a BA with honors in Political Science from UC Berkeley and a JD from Harvard Law School.

He is married to Rosanna Leroe-Muñoz who is the CEO of a fintech startup.
