Biography

Mary Holing is the Silicon Valley Leadership Group’s Senior Director of Environmental Policy. She is an attorney with experience in local government, environmental regulatory issues, state policy making, and on campaigns. Prior to joining the Leadership Group, she served as a Deputy City Attorney in the San Francisco City Attorney’s Office for five years, where she represented the San Francisco Public Utilities Commission. Her practice focused on sustainable water and wastewater policies to better serve over 2.7 million customers while promoting resource conservation and environmental justice.

She has also worked on a variety of candidate and ballot measure campaigns in California and at the Federal level. She managed former Redwood City Councilmember Shelly Masur’s campaign for State Senate District 13, which includes Santa Clara and San Mateo counties. Most recently she was the Deputy Voter Protection Director for Montana Governor Steve Bullock’s campaign for U.S Senate, where among other things she ensured Native Montanans received the election services they are entitled to under the Voting Rights Act.

Mary was recently named as one of the 2022 '40 Under 40' honorees by the by the Silicon Valley Business Journal.

She is a graduate of the University of Southern California and UC Hastings College of the Law, where she published a legal article on California’s landmark cap and trade law, AB 32.
