Health Care Reform Statement of Principles
The Silicon Valley Leadership Group supports the emphasis on wellness programs, statewide health insurance coverage for all of California’s children, and developing options to expand coverage for uninsured adults.
We will work to assure that solutions adopted by state and local government to expand coverage include the following components:
- Prioritize coverage of all children
- Require premium contributions or some cost sharing by participants
- Carefully consider employer contributions levels such that smaller employers and lower-margin businesses can successfully participate
- Take best advantage of the favorable tax treatment of employer contributions under the IRS code
- Include preventive care, wellness, and disease management plans
- Cover prescription drugs
- Do no harm to medical innovations
- Include measurements for achieving better health outcomes as well as utilization
- Leverage existing government resources and programs
- Have a long-term moderating impact on the costs borne by employers, such as stabilizing premium price increases
