To help meet California’s massive infrastructure needs, Governor Schwarzenegger is proposing that California grant the state and local governments broad authority to use public-private partnerships, or “performance-based infrastructure” (PBI) where that method can potentially help California design, build, finance, operate or maintain its infrastructure better, faster or for less. The Governor is calling on the state to pass legislation to:

  • Expand the types of projects, services and government entities that can enter into PBI arrangements.
  • Increase contracting flexibility so the state can better negotiate with potential contractors.
  • Establish “PBI California,” a center for excellence to help determine which projects can benefit from PBI, represent the state in negotiations with PBI participants, ensure transparency and monitor performance.

Fortunately, here are many other nations, including Canada, that have extensive experience using public-private partnerships across a range of sectors from whom we can learn.

Come hear leading Canadian experts talk about the challenges they faced bringing a disparate group of stakeholders to consensus, the obstacles overcome, and the lessons learned. Their successes and experiences can help us more effectively shape the rules of the game in California to ensure that state, local government, and other agencies are able to make the most of these potentially effective and powerful tools.

David Livingston, President and Chief Executive Officer of Infrastructure Ontario, oversees the crown corporation responsible for executing large-scale public infrastructure projects for the Government of Ontario. Mr. Livingston has 30 years of financial industry experience, where he ultimately rose to Executive Vice President Corporate Development at TD Bank Financial Group. At Infrastructure Ontario he has created a team of private and public experts that use innovative tools to deliver complex projects on time and on budget.

Jane Peatch is the Executive Director of The Canadian Council for Public-Private Partnerships (CCPPP) and has held that position since September 1997. Prior to joining The Council, Ms. Peatch gained extensive experience in government working with the local authorities of the Municipality of Metropolitan Toronto in both the political and bureaucratic offices of the Chairman of Metropolitan Council and The Office of the Chief Administrator respectively, with the Legislative Assembly of Alberta, with the City of Winnipeg and The City of Edmonton. She also worked briefly in Mexico. Although educated as a City Planner, Ms. Peatch’s career centered around policy development related to infrastructure and service delivery.

Please park in the Forsythe Garage on Via Ortega opposite the Jerry Yang & Akiko Yamazaki Energy & Environment building. Park at the parking meters in the visitor's parking area on the lower levels of the garage, but don't put money in the meter. We will have someone stationed in the garage to give you a *free parking pass* that you will need to put on your dashboard. So please look for them. They will also be able to point you in the direction of the Energy & Environment building.
